YES, this size is suitable for a dwarf rabbit as long as it doesn't remain locked inside and also has access to a playpen. Some rabbits even use it as a toilet, which was my case. On one side, there was a hutch and on the other, a shelter like this one, and the rabbit used it as an outdoor toilet. Otherwise, this type of house is also generally used for a free-roaming cat.
